A citizen of the EFTA (EU and Norway, Switzerland, Iceland and Lichtenstein) Member States (hereinafter referred to in general as the EU citizen) can arrive in Lithuania and stay therein up to 3 (three) months counting from the first day of his/her arrival in the country. In case the stay exceeds three months, a person has to obtain documents certifying his/her right to temporary or permanent residence in Lithuania. Then, having declared his place of residence in Lithuania, the EU citizen is granted the right to social guarantees of the Republic of Lithuania, if these rights are not related to citizenship (e.g., voting). The document certifying the right of the EU citizen to temporary or permanent residence in Lithuania is a certificate certifying the right of the EU citizen to temporary or permanent residence in the Republic of Lithuania of the form established by the Minister of the Interior.
