When the identity card or the a passport is lost, becomes unfit for use or their validly term expires, a consular post of the Republic of Lithuania can issue a document to a citizen who is in a foreign country, which allows him/her to return to Lithuania. This document is referred to as the Emergency Travel Document (hereinafter referred to as ETD).
The Emergency Travel Document is a person’s travel document issued to the people during their temporal stay in a foreign country who have no suitable travel documents, and it is issued to help a person return to the Republic of Lithuania or the country of origin.
The Emergency Travel Document shall be issued merely to return to the Republic of Lithuania, that is, with that certificate a person cannot continue his journey or go to other countries.
The Emergency Travel Document shall be issued by consular officials of diplomatic missions and consular posts of the Republic of Lithuania. If there is no diplomatic mission of the Republic of Lithuania available in the country where the person stays, ETD can be issued by a diplomatic mission or a consular post of any Member State of the European Union.
Having compared the data and established the identity and citizenship of the person, the consular official shall, without delay, but not later than within 3 working days from the day of receipt of all necessary documents at the diplomatic mission of the Republic of Lithuania, take the decision on the ETD issuance.
The ETD validity term is established taking into consideration the duration of a trip back but not longer than 15 days.

- What to do when during a short stay in Lithuania the Lithuanian identity document is lost?
Having lost a passport or the identity card, an individual must appeal in person to any territorial police office or to a migration office, or to log into the information system (in Lithuanian) of Public Services related to the issuance of personal or other documents, provision of consultations to the citizens of the Republic of Lithuania and foreigners, and fill in a notification of established form about the loss of the document certifying citizenship of the Republic of Lithuania. If you are abroad, you have to appeal to a consular post of the Republic of Lithuania. The identity card or a passport shall be declared invalid only after you have handed in a notification about the lost personal document in person to a territorial police office, the migration office or a consular post of the Republic of Lithuania abroad.
To obtain a new personal document you have to apply to a chosen migration office. The identity card and the passport shall be issued under the general procedure within a month, however, for an additional fee they can be issued within 5 days or even within one working day.
Instead of the usual valid passport or the identity card a temporary certificate can be issued.
